List Members Appointed by Governor in Council
|
The Governor in Council, on the recommendation of the Minister, may approve persons who are not members of the Board
to be available to be appointed by the Board, to hearing panels. The President or, in the absence of the President,
the Deputy President of the Board may fill the vacant positions on the panel by appointing persons who are not members
of the Board from a list members approved by the Governor in Council.

Esther Alter (BEc, LLB, MBA, MAICD),
brings a wide range of experience in consumer law and dispute resolution to the Board. As a Victorian
Civil and Administrative Tribunal Member, she was involved in conciliating and adjudicating on consumer law matters.
She is a Board Member of the Chiropractors and the Osteopaths Registration Boards of Victoria and the Professional
Standards Council. Esther is a member of the list appointed to various boards including Essential Services Commission Appeal Panel Pool.
She has worked in a range of consumer, legal and management roles in state and Commonwealth government.
Her professional interests include governance, management, service evaluation professional regulation and
organisational development.

Dr Shelley L. Beer (TCM),
is a private practitioner and academic consultant for the Victorian Registration Qualifications
Authority. Her PhD menopause research launched the formal assessment of Chinese medicine in
Australia, in co-operation with the ethics committees from the University of Melbourne, Monash
Medical Centre, Royal Melbourne Hospital and Victoria University. In addition to her sixteen years
of academic work as senior lecturer in Chinese medicine at Victoria University, she has a well-established,
multi-disciplinary private practice focussing on women's health.

Ms
Jocelyn Bennett, founded and convenes the Australian
Complementary Health Association (ACHA), an independent, non-profit advocacy organisation for both consumers and
practitioners of complementary health. ACHA publishes 'Diversity Natural and Complementary health' magazine.
Jocelyn has written extensively on consumer issues in complementary health and represented consumers on various
government bodies including the Victorian Ministerial Advisory Committee on Traditional Chinese Medicine and the
Commonwealth Complementary Medicines Evaluation Committee.

Meredith Carter, is a lawyer
with a strong background in health, social policy and administrative law including serving as a legal
member of the Workcare Appeals Board and the Social Security Appeals Tribunal (Cth). She has a Master
of Laws and BA from Melbourne University and a Graduate Certificate in Health Economics from Monash
University. As Director of the Victorian Health Department Review of Regulation of Health Practitioners,
Meredith established a public interest framework for registration of health practitioners setting
policy directions influential around Australia during the 1990’s and beyond. She also served on the
Victorian Ministerial Advisory Committee related to Chinese medicine and was Executive Director for
over a decade at Health Issues Centre, a consumer oriented health policy think tank.

Steven Clavey, has been practising Chinese medicine
in Melbourne for 20 years. He is also currently an editor of The Lantern,
a journal of Chinese medicine. Translating ancient medical Chinese is a hobby, and he is the author of Fluid
Physiology and Pathology in Traditional Chinese Medicine (Churchill-Livingston, 1995), and co-author of Chinese Herbal Medicine: Materia Medica
(Eastland Press, 2004, 3rd ed).

Joan Dwyer, is a lawyer and was a full-time Senior Member
of the Administrative Appeals Tribunal of the Commonwealth of Australia from 1984 to 2005. She had previously practised as a
solicitor in Australia and the UK, and as a barrister in Victoria, as well as having taught law at Melbourne, Monash and
Durham (UK) Universities. She was Chair of the Equal Opportunity Board of Victoria from 1981 to 1984 and prior to that a
part time member of the Social Security Appeals Tribunal (Cth).

Ms Sally
Griffin, is a lawyer with
extensive experience in administrative law. She has her own legal practice with particular interest
in social justice law. She also has studied Chinese medicine units and maintains an interest in
further understanding the nature and application of Chinese medicine.

Mr Vlado Krstevski,
is a Chinese medicine practitioner holding a Bachelor of Health Science(acupuncture) and a Bachelor of Health
Science (Chinese Herbs). He has taught both acupuncture and Chinese herbs at Victoria University as well as
Myofascial acupuncture at RMIT. His area of interest is cancer support and management with Chinese medicine.

Dr Pauline McCabe, is
a qualified naturopath and a registered nurse and midwife with a PhD in the philosophy of natural medicine. She
has considerable experience in the design of courses in natural medicine and has assisted the CMRB in the last
few years by serving on a number of Course Assessment Panels. She runs a consultancy called 'Complementary Care
Education', and is currently also doing course development work at RMIT University in the complementary medicine
area.

Ms Fiona McLeod SC, is a barrister experienced in
administrative law, common law and commercial Law. She appears as counsel assisting the Medical Practitioners Board,
has conducted panel hearings on behalf of the Chiropractors Board of Victoria and medico-legal trials. She is a panel member
of various appeal committees including the Royal Australian College of Surgeons and Victoria Legal Aid. She has been an
active member of the Victorian Bar Council and its various committees.

Ms Carmel Morfuni,
is a barrister, an accredited mediator at the Victorian Bar and a member of its Dispute Resolution
Committee. She is a former Registrar of the Family Court of Australia and a member/former member of
various Tribunals and administrative regulatory Boards (including the Commonwealth Migration Review
Tribunal, Victorian Small Claims and Residential Tenancies Tribunals, Anti-Discrimination Tribunal
and other administrative regulatory Boards). Carmel's current professional activities include;
Chairperson of the Suitability Panel, the lawyer member of the Physiotherapists Registration Board
of Victoria, the Podiatrists Registration Board of Victoria and the Mental Health Review Board of
Victoria. Carmel teaches in the Leo Cussen Institute of Continuing Legal Education Practical
Training Course in Family Law and is a Member of the Family Violence Protocols (interdisciplinary)
Committee. Her community activities include Chair, Ministerial Animal Welfare Advisory Committee
(Vic), Member Lord Mayor's Charitable Fund Foundation Grants Panel (Vic) and committee member
Musica Viva Australia (Vic.)

Peter Murphy (B. Commerce, LLB), holds
a Bachelor of Commerce and a Bachelor of Laws, and was admitted to practice as a solicitor in 1980.
He has extensive experience in merits review, and is currently a Senior Member on both the Migration
Review Tribunal and Refugee Review Tribunal. Prior to this he was the Director of the Internal Review
Unit of the Victorian WorkCover Authority. He has previously held statutory appointments on State and
Commonwealth review bodies including the WorkCare Appeals Board, Mental Health Review Board, Social
Security Appeals Tribunal, Refugee Review Tribunal and Migration Review Tribunal. He also conducted
administrative reviews for the Department of Family and Community Services, was a consultant to a
national law firm and has lectured on a sessional basis in law.

Kylie O’Brien, currently works as the
Head of the Undergraduate Program in Chinese medicine at Victoria University. Kylie has been instrumental in the
development of three of Australia's Masters degree programs in Chinese medicine: one at RMIT University and two at
University of Western Sydney (UWS) where she worked previously as Head of UWS's Master of TCM and Master of Acupuncture programs.
Prior to this, she worked for the Department of Human Services on the implementation of the Chinese Medicine Registration Act 2000.
Originally trained as an optometrist, she also has a Bachelor of Applied Science (Chinese Medicine) from RMIT University and
a Masters of Public Health and a PhD (Medicine) from Monash University. Kylie is actively involved in Chinese medicine research;
her current research interests lie in two quite different areas, cardiovascular medicine and Japanese Toyohari acupuncture.

Nghia Thanh Tran, is a
Chinese medicine practitioner who has run a busy practice since 2002. Tran learnt Chinese medicine in Vietnam,
where he lived and trained daily with a monk, and became familiar with the herbal formulas and acupuncture methods
of Chinese medicine. He also learnt the Taoist treatment methods and way of living. He continued his Chinese
medicine apprenticeship in Sai Gon with another practitioner, and practised for several years until South Vietnam
was taken over in 1975. Tran later went on to complete formal studies at the Academy of Traditional Chinese Medicine.

Anne Warner, holds a degree in
law and was admitted to practise in 1997. She has a background in criminal, occupational health and
safety and administrative law. She is currently the Director of the Internal Review Unit of the
Victorian WorkCover Authority. Prior to this she worked as a senior lawyer in the litigation area of
WorkSafe. She has significant experience as a prosecutor and has been involved in investigations relating
to occupational health and safety. She has completed the course requirements for the newly established
national accreditation for mediators. Prior to her legal career she acquired substantial commercial
experience in both small and large companies and in her own business. She is also a Board member of a
small charitable organization, the Anna Wearne Fund.

John White, is a barrister and solicitor
specialising in consulting and lobbying of state, local and federal governments. John has many years of
experience with government, having been a member of the Tasmanian House of Assembly (1986-1996) and he
was appointed Minister of Health in the Tasmanian Government (1989-1992). He was also a member of the
Legislative Council (1996-1999).

Dr Zhen Zheng, is a Chinese medicine
practitioner, and a lecturer and researcher from the RMIT University. She has a Bachelor of Medicine (Acupuncture) from
Nanjing University of Traditional Chinese Medicine and a Doctor of Philosophy from the University of Melbourne.
She is experienced in clinical practice and research on pain management, and aims to enhance the use of Chinese medicine
in the routine pain management programs in Australia. Dr Zheng is the Editor-in-Chief of Australian Journal of Acupuncture
and Chinese Medicine.
